PROMO has an active presence lobbying at the Missouri Capitol on behalf of over 180,000 LGBTQ Missourians. Lobbying is simply an effort to win the support of legislators or other public officials for a position on a piece of specific legislation or a specific legislative proposal.

Because of our presence at the Capitol, PROMO has helped kill over 115 blatantly anti-LGBTQ bills in the past five years. For the past 24 years, PROMO in partnership with LGBTQ equality champions in the Missouri Legislature have filed the Missouri Nondiscrimination Act (MONA) to protect LGBTQ Missourians statewide in employment, housing, and public services by extending the existing Missouri Human Rights Statute to include sexual orientation and gender identity.
Steve McLuckie introduced the Missouri Nondiscrimination Act (MONA) for the first time in 1998. Senator Greg Razer (Kansas City) and Representative Tom Hannegan (St. Charles) are both sponsors of MONA during 2021’s legislative session.
Testifying during Missouri’s 2022 Legislative Session:
Missouri’s legislature has two chambers: The House of Representatives and The Senate each of which has committees of legislators that are separated by topics such as education or small business. Committees hold public hearings on bills to decide whether to bring them to the full chamber for a vote. Hearings are your opportunity to share your opposition to an anti-LGBTQ bill or support of a pro-equality bill and how it affects you, your family, business, or community. Below will be updated at the start of session (January) as how you can safely submit your testimony for a bill with a scheduled committee hearing.
